Under the EPA Region 1 NPDES program, the City of Melrose is subject to a Municipal Separated Stormwater Sewer System (MS4) permit for operation and maintenance of all City drainage pipes and structures. Compliance with this program is funded by the City. The annual work under this permit includes the following:

Task 1: Stormwater Management Regulatory Updates

  • Review the existing standards and regulations to verify compliance with the MS4 Permit related to Construction Site Runoff Control and Stormwater Management in New Development and Redevelopment (Post Construction Stormwater Management).

Task 2: Good Housekeeping/Pollution Prevention (GH/PP)

  • Ensure GH/PP Procedures for parks and open spaces, buildings and facilities, vehicles and equipment, catch basins, streets, municipal parking lots, and municipally owned structural Best Management Practices (BMPs).

Task 3: Stormwater Pollution Prevention Plans Development

  • Develop and implement Stormwater Pollution Prevention Plans (SWPPPs) for the City Yard on Tremont Street and for the Wyoming Cemetery.

Task 4: Employee Training

  • Conduct Illicit Discharge Detention and Elimination (IDDE) Training and Stormwater Pollution Prevention Plan (SWPPP) Training.

Task 5: Mapping Review/Dry-Weather Outfall Screening and Sampling

  • Map all drainage outfalls, receiving waters, open channel conveyances, interconnections, municipally owned stormwater treatment structures, and waterbodies.
  • Conduct dry weather screening at outfalls to identify illicit discharges.

Task 6: Catch Basin Optimization Plan – implement the following:

  • Standard Operation Procedures for Catch Basin Cleaning
  • Procedures for the Storage and Disposal of Catch Basin Cleanings
  • Catch Bain Cleaning Optimization Methodology
  • Prioritization and Schedule for Catch Basin Cleaning

Task 7: Stormwater Management Program Annual Reporting
