Senior Property Tax Work-off Program 2024

The Council on Aging is accepting applications for the 2024 Property Tax Work-off Program. Please remember, all Property Tax Workers must re-apply every year.  Assignments are not automatically renewed and are approved based on the need and required skill level. 


The City of Melrose offers a Property Tax Work-off Program for Melrose residents age 60+, whereby qualified candidates are assigned to perform tasks in a specific department in exchange for an abatement on their property tax bill (up to $1,000). This program is managed by the Council on Aging. *

Eligibility Requirements

  • Melrose resident; Age 60+ or disabled
  • Must be homeowner or current spouse of homeowner
  • Must own and occupy the property for which abatement is being sought
  • Only one abatement per household
  • Placement in PTWP positions is subject to availability

*The PTWP is subject to federal income tax reporting as well as Medicare tax per the Internal Revenue Service but is exempt from Massachusetts state income tax.  The City will pay the full amount of the Medicare tax so that the total amount of the credit the participants receive will remain the same.  In order to comply with IRS regulations, participants in this program will be issued a W-2 at year end.  As a participant in the PTWP program, the IRS considers you an employee of the City and thereby requires your participation in the OBRA retirement plan.  The OBRA retirement plan will retain 7.5% of your gross property tax credit, to be disbursed to you at a later date.
