Residential Overnight Permit

The Residential Overnight Permit is intended for Melrose residents who do not have off-street parking associated with their residence. The Residential Overnight Permit allows public parking within certain municipal parking lots and commuter rail parking lots during the hours of 2:00 AM and 6:00 AM when on-street parking is prohibited. This permit does not permit overnight on‑street parking or all-day parking.

Effective February 1, 2023, the overnight parking permit will be on a tiered pricing structure.  The cost will be based on what month you purchase the permit.

  • January – March the cost is $120.00 for the calendar year.
  • April – June the cost is $90.00 for the remainder of the calendar year.
  • July – September the cost is $60.00 for the remainder of the calendar   year.
  • October - December the cost is $30.00 for the remainder of the calendar year.


A calendar year is the period of time beginning on January 1 and ending on December 31 of each year. 

Payment can be made by cash, money order, or check payable to the City of Melrose only; credit cards, debit cards, and third party checks are not accepted.

Please be prepared to provide proof of Melrose residency (utility bill, lease agreement, or vehicle registration). In addition, please also present the vehicle’s registration when purchasing the Residential Overnight Permit. The vehicle registration is necessary to verify the license plate number and that the vehicle is a passenger vehicle. Effective February 1, 2023, if you are purchasing the overnight permit, your vehicle registration must show that your vehicle is garaged in Melrose MA. 

A replacement permit may be obtained if a new vehicle is purchased to replace a permitted vehicle in the same calendar year. To receive a replacement permit, return the old sticker or proof of transaction (bill of sale and plate return receipt from the RMV or new registration if the plate transferred to the new vehicle).

The following terms and conditions apply:

  • The permit holder must obey the maximum parking limits of the municipal parking lots and the commuter rail parking lots. Vehicles must be moved by 6 am. These limits will be enforced.
  • The Residential Overnight Permit is available for any Melrose resident with proof of residency. Proof of residency could be the car registration, a utility bill, or a lease agreement.
  • The Residential Overnight Permit is not for commercial vehicles.
  • The Residential Overnight Permit is not for guests.
  • The permit sticker must be visible in rear window on the driver’s side. If your window is tinted, display your sticker on the side window of the driver’s side.
  • The following Municipal parking lots and Commuter Rail parking lots allow Residential Overnight Permit parking:
    • City Hall Parking Lot
    • Field’s Court Parking Lot
    • Friends Parking Lot
    • Larrabee Parking Lot
    • Livermore Parking Lot
    • Municipal Parking Lot between Franklin Street and Belmont Street
    • Parking spaces on the east side of Belmont Street
    • Parking spaces on the west side of Berwick Street
    • Wyoming Commuter Rail Lot
    • Cedar Park Commuter Rail Lot
    • Highlands Commuter Rail Lot
