Public Service Committee

In attendance: Mayor Dolan

 

Public Service called to order by Chairman Tramontozzi at at 8:10 p.m.  Alderman Mortimer motions to open Public Participation, 2nd by Alderman Seaboyer.  All in favor.  No one comes forward.  Alderman Mortimer motions to close Public Participation, 2nd by Alderman Wright.  All in favor.

Order No. 08-228, APPOINTMENT Of: Richard D. Lyons, 22 Sherwood Road To: Board of Trustees – Memorial Building Term to expire on the last day of February, 2009

Mayor Dolan says it is his honor to offer the name of Mayor Richard Lyons.  One of his greatest achievements as Mayor was the restoration of Memorial Hall.  He believes Mayor Lyons will be a great asset to the efforts and goal of making the building a year-round professionally run establishment.

Alderman Medeiros moves to recommend, 2nd by Alderman Mortimer.

Mayor Lyons says he wants to thank Mayor Dolan.  This appointment is a great honor.  He served as a Trustee before he became an Alderman.  The funding for air conditioning will make the building a great hall, bringing the jewel of the City to its highest potential.

President Conn thanks Mayor Lyons for accepting the position.  He says the City will rest easy knowing he is on the Board.

Alderman McAteer-Margolis says she know there is a requirement for a certain number of veterans to be seated on the Board and asks Mayor Lyons if he is a veteran.  He says he served six years in the US Army.

On the motion to recommend, All in favor.

Alderman Medeiros motions to adjourn, 2nd by Alderman Seaboyer.  All in favor.

Public Service adjourns at 8:17 p.m.

 

Finance Committee 

Chairman Medeiros, Seaboyer, Tramontozzi, Wright, Mortimer

Finance Committee called to order by Chairman Medeiros at 8:17 p.m.

Order No. 08-220, APPROPRIATION Amount $600,000.00 From: Certified Free Cash To: A/C #16204-490000 - School Medicaid Account

Chairman Medeiros says the order comes recommended from HEW and there is verification from the Auditor's office that the funds are available for appropriation.

Alderman Mortimer moves to recommend, 2nd by Alderman Seaboyer.  All in favor.

Order No. 08-223, TRANSFER Amount: $1,550.00 From:  A/C #015111-511000 - Health Dept. – Salaries To: A/C #015112-52300 - Health Dept. - Mileage   $600.00 A/C #015112-529000 - Professional Services   $950.00 These funds are needed to fulfill contractual obligations

Chairman Medeiros says the order comes recommended from HEW and there is verification from the Auditor's office that the funds are available for transfer.

Alderman Mortimer motions to adjourn, 2nd by Alderman Wright.  All in favor.

Finance Committee adjourns at 8:20 p.m.

 

Legal and Legislative Matters

Attending: Boisselle, Brodeur, Conn, Infurna, McAteer-Margolis

 

Legal and Legislative Matters called to order by Chairman Wright at 8:21 p.m.

Order No. 08-227, Amending Melrose Revised Ordinances, Chapters 220-8 and 220-91 relative to parking fines and parking permit fees as set forth herein.

Chairman Wright says the matter was taken up in the Protection and License Committee.

Alderman Mortimer moves to recommend, 2nd by Alderman Tramontozzi.

Alderman Medeiros motions to divide the order making Section 220-91 the A order.  2nd by Alderman Seaboyer.

Alderman Mortimer moves to recommend Order No. 08-227, 2nd by Alderman Seaboyer.

On discussion Alderman Brodeur says if this is passed before the new tickets are printed it could confuse matters.  He would like to see it amended to make it effective July 1.

Alderman Tramontozzi motions to amend the order making it effective July 1, 2008, 2nd by Alderman Medeiros.

President Conn says he does not believe substantive changes may be made to the order in the Committee on Legal and Legislative Matters.  Alderman Mortimer says the appropriate time to make amendments is at the full board meeting.

Alderman Tramontozzi withdraws the motion.  Alderman Medeiros withdraws the second.

Alderman Mortimer moves to recommend Order No. 08-227, 2nd by Alderman Seaboyer.  Chairman Wright says that only Section 220-8 is included in the order.  On the motion to recommend, All in favor.

Alderman Mortimer moves to recommend Order No. 08-227A, 2nd by Alderman Tramontozzi.

On discussion Alderman Medeiros says she thinks the proposed fee of $150 is too high and would like to see it lowered.  She will vote against the motion to recommend although she is sure it will be discussed at the full board.

On the motion to recommend, one opposed.  Motion carries.

Alderman Mortimer motions to adjourn, 2nd by Alderman Tramontozzi.  All in favor.

Legal and Legislative Matters adjourns at 8:29 p.m.
