Finance Committee called to order by Chairman Boisselle at 7:30 p.m.

Alderman Infurna motions to open Public Participation, 2nd by Alderman Brodeur.  All in favor.  No one comes forward.  Alderman Brodeur motions to close Public Participation, 2nd by Alderman Infurna.  All in favor.

Order No. 08-057, TRANSFER Amount $33,152.77 From: A/C # 017512-549103 - Municipal Debt, Exempt Interest To: A/C #017522-549104 -  Temporary Debt Interest, Exempt Temporary Interest as set forth herein

Alderman Brodeur motions to suspend the rules to hear from the finance team, 2nd by Alderman Infurna.  All in favor.

Mr. Flavin says there was a reclassification in the budget on temporary exempt debt by moving it from one line item to another to cover temporary interest.  He says there is a surplus in the principal portion due to favorable interest rates.  Alderman Brodeur asks if there is an additional cost to the ultimate end cost of borrowing and if the City did not go to the market on time.  Mr. Flavin says the loan was delayed and reimbursement of temporary debt was late.

President Mortimer asks if the books will be in order once this is taken care of.  Mr. Flavin says yes.

Alderman Forbes asks the balance of the line-item.  Mr. Flavin says it is $33,535.30; it is not a budget item and there is no way to spend it on anything.

Alderman Brodeur moves to recommend, 2nd by Alderman Infurna.  All in favor.

Order No. 08-058, From: A/C #012112-532000 - Police Cleaning & Disinfectant $1,000.00; A/C #012111-511000 - Police Salaries $14,740.38; A/C #014022-527702 - PW, City Hall Contract Maint $14,740.38  To: A/C #014021-511000 - PW, City Hall Salaries $29,480.76; A/C #014022-533100 - PW, City Hall Cleaning Supplies $1,000.00; The transfer is necessary to fund the new Custodian position.

Alderman Brodeur motions to suspend the rules to hear from Chief Lyle, 2nd by Alderman Infurna.  All in favor.

Chief Lyle says it's an unfortunate thing in that the Police Department had a non-union custodian working a little more than half-time.  The City Hall maintenance position was union so when the two positions merged it had to be a union position.  He says he had to let the police department's custodian go.

Mr. Beshara says City Hall hasn't had a custodian for four years and he had been looking for a way to bring him back.  The only way to do it was to share custodial duties with the police department.  At full-time, both building's basic cleaning needs can be handled.

Chairman Boisselle asks if the position will be split 50/50 between the two buildings.  Mr. Beshara says yes.

Alderman Conn asks if this will save money on the third-party vendor contract.  Mr. Beshara says it will not save a lot of money but there will be enough to clean the carpets.  Alderman Conn asks how the position is set up.  Mr. Beshara says it is an hourly position but the same amount of money will be spent each week.  Alderman Conn asks if more saving will be realized in future years.  Mr. Beshara says yes.

Alderman Brodeur asks if the position is currently active.  Mr. Beshara says yes.  Alderman Brodeur asks if this is the full year's salary.  Mr. Beshara says half to three-quarters.  Alderman Brodeur asks who will supervise the position.  Mr. Beshara says he will be working under Operations; John Scenna is the director of that department.

Alderman Seaboyer asks if moving the employee from the Sanitation department to this position creates an opening.  Mr. Beshara says yes.  Alderman Seaboyer asks about transportation from City Hall to the Police Department.  Mr. Beshara says there is a vehicle available to him.

Alderman Brodeur moves to recommend, 2nd by Alderman Wright.  All in favor.

Alderman Brodeur motions to adjourn, 2nd by Alderman Infurna.  All in favor.

Finance Committee adjourns at 7:45 p.m.

There are no orders in the Public Service Committee or the Committee on Legal and Legislative Matters to be acted on.
