Appropriations called to order by Chairman Brodeur at 8:20 p.m.

Appropriations called to order by Chairman Brodeur at 8:20 p.m.  Chairman Brodeur says the three orders on the agenda are all related:

Order No. 05-171A, Rescinding Order No. 05-171:  Establishing Administrative Fees for Chapter 235, Section 16.1, Subsection J as set forth herein

Order No. 06-224A, Rescinding Order No. 06-224:  Amending Melrose Zoning Ordinances, Chapter 235, Section 235-73.2, Subsection G to provide for administrative fees for the Slope Protection Special Permit application as set forth herein.

Order No. 08-238, Amending Melrose Revised Ordinances, Chapter 15, Article IV, subsection 15-19 by deleting the title of said subsection from “Fees for design review.” to “Planning Board Fees.” and adding additional language regarding adoption of administrative fees as set forth herein.

Alderman Mortimer motions for concurrent action, 2nd by Alderman Boisselle.

City Planner Denise Gaffey says this is a cumbersome process for a housekeeping issue.  The first two orders were created and received the Aldermen's approval in 2005 and 2006 and were mistakenly inserted into the Zoning Ordinances instead of the City Ordinances.  The zoning change process is rigorous and the two original orders were not meant to be zoning changes.  The intention was that the Aldermen would determine the fees.  The new order proposes to take the same fees and insert them into the City Ordinances.  The fees are established by calculating the amount of time staff works on a project.  The one change made is removing the word "new" in the Site Plan Review language.  This will apply to all projects, not just new projects.

Chairman Brodeur says as it stands now any fee change would require having to go through the zoning change process.  Ms. Gaffey says yes.

Alderman Wright says he appreciates Ms. Gaffey rectifying this and asks if the fees are comparable to other communities; Ms. Gaffey says yes.

Alderman Mortimer motions to concurrently recommend the three orders, 2nd by Alderman Boisselle.  All in favor.

Alderman Mortimer motions to adjourn, 2nd by Alderman Forbes.  All in favor.

Appropriations adjourns at 8:30 p.m.
