reads the letter from the Mayor:
To the
Honorable Board of Aldermen:
I
respectfully request that the Melrose Revised Ordinances, Chapter 4 –
Administration of Government, Sections 4-11, Advertisement for proposals
and 4-12, Contracts be amended by –
Deleting:
paragraph text in Sections 4-11 and 4-12 respectively in its entirety
Insert in
place thereof: In accordance with MGL Chapter 30B (Uniform Procurement
Act)

Chairman Brodeur
says he suspects that the Aldermen are not ready to act on this order.
Sections 4-11 and 4-12 appear to be home rule petitions that were
approved in the legislature on 16 August 1995; the Procurement Act was
added to the General Laws in 1989 and has been amended since and through
2006. The wording of the
order is confusing: advertising and contract language shall be stricken
and insert the Uniform Procurement Act.
He says
more informed discussion with the administration is needed as to why
this change is necessary.
