Appropriations called to order by Chairman Brodeur at 7:45 p.m.

Order No. 08-028, Amending Melrose Revised Ordinances, Chapter 4 – Administration of Government, Sections 4-11. Advertisement for proposals and 4-12. Contracts as set forth herein.

Chairman Brodeur reads the letter from the Mayor:

To the Honorable Board of Aldermen:

I respectfully request that the Melrose Revised Ordinances, Chapter 4 – Administration of Government, Sections 4-11, Advertisement for proposals and 4-12, Contracts be amended by – 

Deleting: paragraph text in Sections 4-11 and 4-12 respectively in its entirety

Insert in place thereof: In accordance with MGL Chapter 30B (Uniform Procurement Act)

Chairman Brodeur says he suspects that the Aldermen are not ready to act on this order.  Sections 4-11 and 4-12 appear to be home rule petitions that were approved in the legislature on 16 August 1995; the Procurement Act was added to the General Laws in 1989 and has been amended since and through 2006.  The wording of the order is confusing: advertising and contract language shall be stricken and insert the Uniform Procurement Act.

He says more informed discussion with the administration is needed as to why this change is necessary.

Alderman Conn motions to place the matter on hold, 2^nd by Alderman Buonopane.  All in favor.

President Mortimer motions to adjourn, 2^nd by Alderman Tramontozzi.  All in favor.
