MELROSE CONSERVATION COMMISSION

MINUTES OF September 2, 1999

Minutes Approved

1. Voted: To accept the minutes dated 8/19/99 as amended.

Invoices

2. Voted to pay the following bills: Sony Transcriber for the Secretary's use at $349.99 and $100 for the Secretary's services for the month of August.

34 Crystal Street

3. Correspondence dated 8/20/99 was read from Denise Gaffey, Assistant Director for Community Development. She did some checking on the status of cleanup at 34 Crystal St. She was told that the cleanup is essentially complete. The LSP is waiting on one more round of ground water sampling; the first two rounds looked good so he is optimistic about the results of the final test. It should be scheduled in about one month after which time he will issue the Response Action Outcome Report and solicit public comment. The DEP Tracking Number is 3-0017418.

121/129 Penny Way

4. Correspondence was read from John Colucci, representative of the Adams Penny

Realty Trust, which has purchased a seven (7) lot subdivison located on Penny Way, Melrose. The name, address and telephone number of the project supervisor is Brian Butler, 7 Cypress Park, Melrose; Tele. (781)665-1951; Cell Phone (617)605-6656; Pager (617)473-8585.

Correspondence was also read from Brian Butler, introducing himself as project supervisor. He requested an on site meeting with the commission as soon as possible to review the proposed work to date. He has marked out limits of work and set up hay bales and silt fences as the conservation OOC indicate. He would like to meet as soon as possible as he has land clearing equipment tentatively lined up to begin on Tuesday, 8/24/99. He requests that this letter serve as a 24 hour notice to the MCC to begin construction activities on site.

David spoke with Mr. Butler and he then visited the site. They had 25 hay bales across from the actual site and everything looked fine so he knocked on the door and told the owner to go ahead with the project.

CONFERENCE/TRAININGS AVAILABLE

5. The MACC Fall program/bulletin lists Conferences to be held on 10/23 at the Northeastern University in Burlington, and also on 11/20 at the Quality Inn in Pittsfield. Any commissioners attending the meeting will be sponsored. There is an Evironmental U Mass Ext. - intensive training workshop 11/21. The Certification Courses of the MAPT Training Program are from 9/25 - 11/13. Any commission members taking these courses will be reimbursed.

10 Windsor Street

6. Nothing has come in from the DEP regarding a number for 10 Windsor St., therefore an OOC will not be issued at this time. It will probably be done at out next meeting.

3 Maple Terrace

7. We have a NOI from 3 Maple Terrace, Anthony and Adella Dantona, concerning the installation of a 35 ft. 6 in. x 15 ft. 6 in. inground pool and retaining wall with minor regrading near a bordering vegetated wetland. The hearing will be scheduled for our next session which will be 8/16 at 7:45 p.m.

Granite & Burnett Street

8. David went by Granite & Burnett Street and it appears that everything is cleared up although there is a lot of vegetation there now where they cleared the area.

9 Bow Street

9. Bob received a call from the owner at 9 Bow St. It seems that Mr. Drago, the contractor, is getting ready to put a drain in their backyard and hook up to one of the sewer lines. Bob informed her to read the OOC and the original grading operation is for that nothing is to be touched and it should come before us at the next go around of that property. She was under the impression that she could do that right away and she was redirected by the Inspection Services at City Hall, indicating that it is a flood area that she is in and she should be coming before us for any construction in the area. She wasn't aware of that and he was getting ready to put the draining and piping in. Bob told her to reconsider that because her neighbors may have problems and the city may have a problem if they hook into any of their lines without their permission. She indicated she was coming to the meeting tonight, but she is not here.

Towners Pond Bridge

10. A work crew from the commission plans to meet this Saturday, 9/4 at 10 a.m. to rebuild the disassembled bridge at Towners Pond. Bob has secured some power tools to use.

11. It was voted to adjourn at 7:45 p.m.
