Minutes Approved

1. It was voted to accept the minutes of July 15, 1999.

Secretary's July Invoice

2. It was voted to pay the Secretary's invoice for $95 for the month of July.

Towner's Pond

3. Towners Pond has been rodeod again for lilly pads and nuisance vegetation.

54 Burnett St./Tansino

4. Bob sent a memo to Isabelle Brown, Assistant to Mayor Guerriero, informing her that he had talked to Mr. David Tansino about a month ago and his discussion at the time was concerning the cracking in his foundation caused by the high water in his area. His suggestion was to build a 4 ft. wall at the end of his property and fill it with dirt thus raising his property 4 ft. more than his abutters. Bob informed Mr. Tansino that he resided in a flood plain and the Wetland regulations do not allow filling of the land. If he did fill the land his abutters would feel the brunt of the excess water on their property. The area is a peat bog to a depth of 35-40 ft. It absorbs a great deal of water when the heavy rains come in April or October. Bob asked him if he knew if the contractor of the house filled his foundation with the appropriate amount of rock so settling would not occur. He didn't know and Bob suggested that he consult an engineer to do some bore samples under his basement. Bob mentioned that filling his backyard may not solve the problem, but may even become worse by the increase pressure of all that soil on the underlining fill. Isabelle Brown replied on 7/19/99, informing Bob and Joe Lynch that Mr. Tansino met with Mayor Guerriero recently about wanting to fill in land between a brook and his property to offset drainage problems. He said that Bob and Joe came to his site and assured him they would support it if he got the land surveyed. He has. He also said although conservation land is adjacent, this request does not involve it. Former State Rep Bill Robinson called Isabelle on his behalf this morning. MCC members who were present agreed that Mr. Tansino needs to get an engineer to see what is under his foundation.

5. David stopped by Burnett & Granite St. on 7/25 and also made a couple of site visits after that date, which showed him different stages of the foundation going in. David said rusty stuff and hay bales were in the dirt pile. We will take note of who the private contractors are and we can take action on our own. Bob will check on this site.

Geographic Town Management System (GEOTMS)

6. We have completed our purchase of the GEOTMS - Conservation Commission module. Matthew Linden of GEOTMS informed us that the module is on the City GOV server and someone in ITO has to activate the module for us to use it. The instructions he gave indicated that the module has to be activated on the machine that will be used to enter the data on the Network. Bob recommends that we have the ITO person call Matthew Linden at 508-528-4011 for the complete detailed instructions.

We may want to load the programs on the desktop and portable unit.

The Shelter Island Fund

7. The Shelter Island Fund is a new, non-profit organization that works to preserve open space through limited development (sometimes called "conservation development), the development of a small portion of a large trace of land in order to preserve the remainder of the tract as open space in perpetuity. Its services are available to conservation commissions, open space committees and municipal land trusts seeking to protect open space in their towns. Shelter Island can help a town anticipate the declassification of land and ensure its preservation. The Fund provides the same services on a consulting basis. Jedediah Mannis, Exec. Director, Tele. 781-721-5620, invites the commission to contact him regarding ways in they can help us preserve open space in Melrose.

Windsor St./Procopio

8. A Notice of Intent has been filed on behalf of Mr. Frank Procopio for the construction of two (2) single family dwellings on Windsor St. The site is adjacent to #10 Windsor St., Melrose under Assessors Map F13, Book #465 and 136 in Zone A on the maps. It looks like there is a large swamp to the northwest of the project. A hearing will be scheduled for our next meeting, August 19. The conservation commission members will conduct a site visit on Thursday, August 12 at 7 p.m.
