Minutes of June 3, 1999

1. Voted: To accept the minutes of the 5/20/99 meeting.

20 Maple Terrace

2. 20 Maple Terrace - Mr. Green has a situation near a wetlands area. Nancy Naslas conducted a site visit. The commission is pretty well familiar with the area as we have had a few projects there. Maple Terrace comes off Swains Pond Ave. and the road pretty pretty much ends into a dirt track. There is a long drive up to Mr. Green's house which is the last house in Melrose before Malden property. Nancy drew a sketch showing where Mr. Green's house is. Along the side of the road and underneath his existing stone driveway is a brook uphill and downhill on the north side. It is culverted under his driveway and then it at some point crosses underneath and goes towards Mr. Rose's property. The area that Mr. Green is interested in improving is his driveway. The size of the driveway is about 18 ft. x 100 ft. Mr. Green wants to blacktop going over the brook 20 ft. x 100 ft. and 10 ft. x 50 ft. towards the garage.

Bob: At this point all of the water is being absorbed up by the gravel, I am assuming.

At this point where is the water shedding?

Mr. Green: There is a lawn on either side of it. The water that comes down the street doesn't come onto the driveways. It goes down and hits the hot top and dirt road. The City of Malden came in last year. There was a problem with it maybe 8 years ago. Someone filled at the top of Rudolph St. Water used to come down behind Rose's house and burst into that swamp. Since that area was filled in, water doesn't go in his backyard anymore. It comes down the street and goes off the road. Every year Malden comes in with stone. What is happening is it is washing into the wetland. It's in Malden and I don't know if you can do anything about it. If you were to drive by today you would see a pile of stones across the street from my house and the water digs a trench and it goes into the woods. That water never used to come down the street. There are 3 streets up there and they come to Rudolph Street. When it rains that water goes down the street.

Nancy: I gave Mrs. Green the Request for Determination of Applicability.

David: Based on what you saw, it won't substantially change anything?

Nancy: No, my only concern is to make sure the little brook is protected during the construction.

Mr. Green - There is a wall on either side of the driveway, so I don't see how anything could get in the brook.

David: Are you just adding pavement on top of what is there or do you have to scrape it down and put some base under it.

Mr. Green: That is up to the guy. He told me I have good base, so 3 inches of hot top. He is going to try to do it so the water sheds off of the driveway.

Bruce: But he is going to have to dig down for the base on the grass areas.

David : That's past the 100 ft., so it's not under this commission's jurisdiction.

Nancy: It is very well seeded grass. You should protect the brook on both sides of your driveway with silt fence and haybales.

Mr. Green - The brook is 3 ft. below the driveway.

Nancy: You are not changing the culvert at all?

Mr. Green: No

Nancy You would like to do this work this summer?

Mr. Green : I have been waiting for the conservation. I can get a guy in July.

Nancy: Call us the day before they are coming out so we can watch the start of work.

Voted: A Negative Determination for the work to be done at 20 Maple Terrace.

Bob: We will have the paperwork sent out to you. Just give us a diagram of before and after regarding what you are doing before our next meeting.

Mr. Green: I will go and get a permit from the city.

Bob: The building inspector will tell you what to do at that point.

3 Hemmingway Ave.

3. David visited Mr. Petrella prior to our last meeting, and they indicated the deck is

going to change in size. It was originally 40 ft. x 15 ft. and they scaled it down now to 12 x 11ft. 10 in. which adds up to 23 ft. 10 in., but they have it 24 ft. in the front with cut corners. Mr. Petrella is saying 12 ft. now and was talking about 15 ft. before. The original plan had a 15 ft. deck which would bring it about 20 ft. from the wetland, and

right up to the edge of the wetland it is all grassed and seeded. It looks like he is digging 7 places to put post, but even with 20 ft. from the wetland and grass, David doesn't think it is an issue that requires any silt fence and hay bales.

Voted: To grant Mr. Petrella a Negative Determination, Option #2.

Franklin Park - Order of Conditions

4. Franklin Park playing fields DEP # is: 217-0111. They are looking to sod one of the fields and leave the other field to seeding or sodding, depending on the bid.

The Order of Conditions and Boiler Plate were reviewed for this project.

Voted to accept the Boiler Plate as written.

The Order of Conditions Options, dated 3/4/99, were reviewed.

Voted: To accept Order of Conditions as outlined, dated 6/3/99.

Budget

5. Bob: Right now we have $23,513 as of June 1. Next year our budget is for $17,555.

Nancy: What are we doing with the money?

Bob: This money represents what has not been spent. The books are unaccounted for here. I have ordered approx. $600 of books. I have ordered some new emblems for the trails. We ran low on those. They are $1 a piece and they only come in clusters of 100. We have $10,000 to cover pond work including this year and next year.

Regarding moving of some of the material on Towners Pond - to be pushed back and landscaped. I used money last year and targeted the contractor. Now the Sr. Accountant says get another contractor if he is not performing. It is a big hill and it will be landscaped to the road - probably $2,000 - $3,000 and the guard rail will cost us $9,000. We have $8,000 from the previous year.

Nancy: Can we build a low wall where all of the geese make a mess of the gazebo area at Ell Pond? It would make it safer for the children who gaze at the pond and ducks.

Bob: I would have to look into that.
