Meeting Minutes

Meeting Minutes of 5/16/02

Voted:  to accept the meeting minutes of 5-2-02.

Voted:  to pay $120.48  to the Melrose Free Press for a recent ad we placed for the secretarial position.

Nancy Naslas has received 2 resumes for the secretary’s position.  She will call both applicants to ask if they can meet with the commission on the first meeting in June. 

Voted:  To reimburse Susan Carpenter, commissioner, $75.00 for the annual conference which she attended.

 

Mt. Hood Restoration

There will be a site visit with Michael Interbartolo with the Parks Commission, as well as the Wetland Scientist that was involved in their NOI submittal, and a new Clerk of the Works, Charles Fuller, on Monday, May 20 at 8:30 a.m. at the clubhouse at Mt. Hood.

Olive Ave. Extension

Nancy received a phone call from the applicant’s engineer regarding Olive Ave. Extension.  They have received the DEP #’s.  DEP# for Melrose is 217-0124,  and DEP# for Malden is 210-0060.

10 Windsor St.

Nancy received a few phone calls regarding 10 Windsor St., a property where they are building 2 single family homes on a lot that has an existing family home in the middle.  They would like a Certificate of Compliance for 12 Windsor St.  The house is built, landscaped and they have submitted as-builts, and the engineer said that it complies with the Order of Conditions.  They have not submitted the paperwork for the actual Certificate of Compliance Request form, nor do we have the register of deeds.   We need to decide can we give them a Certificate of Compliance for Lot F, when the D Lot house has not been constructed yet?  Paul Locke will follow up on this site.

Nancy:  I gave Mr. Procopio at 10 Windsor St. the form.  He needs to fill out the form and send it to us, as well as check in to see if we can  issue a partial Certificate of Compliance just for that house.

Bruce:  The Order of Conditions is supposed to have some “after” photos.

Nancy:  I also gave him a copy of his OOC; I am not sure if he is communicating with his engineer.

David:  His Order of Conditions will expire on October 7, 2002.

Paul:  One of the things we should do is to set up a table of current projects, list when their OOC was submitted and when the deadline is. 

Nancy:  This would be a good project for the new secretary.

Nancy:  The analytical results came back for the drums in the buffer zone/or wetland next to Spot Pond Brook, next to Conant Park.  After a year of knowing about it and watching the city not doing it, I took the samples myself.  Results are TPH hits (total petroleum hydrocarbons above analytical detection limits).  I spoke with the lab and they are perfectly willing to call me up and tell me what they think.    I gave the results and bill to Joe Lynch today.  He said we have 120 days to deal with the problem and suggested we converse with Mr. Mike Hughes (City of Melrose, Mayor’s office).  We will need to talk about how to follow this up.

Paul:  The TPH would give you higher concentrations.

We will hold another joint meeting with the Malden Conservation Tuesday, June 21 at 7 p.m. sharp at Malden City Hall regarding Olive Ave. Extension and Crescent Lane, at which time we will assist with the Order of Conditions.

 

26 Standish

Susan Murphy left a message for Joe Turner, who is interested in the lot at 54 Standish for his aunt, which is on the Stoneham line.   Susan has not received a call back yet.

Crescent Lane

Nancy left a message with a resident on Crescent Lane regarding the May 7 joint meeting with Malden, stating that we did discuss the situation further and that we would be meeting again on June 21 in Malden.
