Meeting Minutes

MINUTES OF JANUARY 20, 2000

[approved 2/3/00]

Present: Bob Boisselle, Paul Locke, Bruce Rider

  1. Minutes/1/6/2000
Since there was not a quorum at this meeting, the acceptance of the minutes of January 6, 2000 was held until the next meeting, February 2.

  2. Upcoming Hearing/Herbicide Treatment in Melrose Ponds
There will also be a hearing on February 2 for the upcoming herbicide treatment at the ponds in Melrose. A follow-up letter should be coming from Aquatic Control and they will have a representative at the meeting to answer any questions concerning the herbicide.

  3. Amtrak Right-of-Way
A Request for Determination of Applicability along the Amtrak Right-of-Way was reach from Tec Associates.. No work is proposed in wetland resource areas. Vegetation control will conform to the guidelines set forth in the Massachusetts Right of Way Management Regulations (333 CMR 11.00) and prefaces to the Wetland Protection Regulation 333 CMR 10 relative to right-of-way management. This is related to application of herbicide along their right-of-way and this will be occurring this spring and summer. The determination will be made at our next meeting.

  4. MCC Budget
Bob talked to the auditor and mayor concerning an account for 1998, part of the money that we received from the State for the projects at Towners and Swains Pond. Part of this money was supposed to be used for signs and for a guard rail along Swains Pond Road, but the bids that came in were four times what we have in reserve for that particular year. Bob inquired about transferring this money into the fiscal year 2000 account. The auditor has given him directions where he would have to send a memo to the Mayor, requesting this account be transferred to the conservation maintenance account. Bob will contact Alderman Chairman, Tony Salamanca, and ask him to lead this through the procedure once it is brought forward by the Mayor. Hopefully, the funds will be transferred in the month of February. Right now we have approximately $8,549 in the fund and transfer funds will bring it to approximately $12,000.

  5. 5 Clover Circle/Valerie Winn
The landscaping operation/grading plan has been received for 5 Clover Circle, designed by Michael Glyn Wassar, registered landscape architect. Right now there seems to be some problems with the Engineering Department and they are requesting some more grading operations on this. The main problem is the rear of the property is too high and the property line is someone else's property. This is basically a submittal for their occupancy permit. They have moved into the premise. The only concern to us may be a swale that is supposed to go around the backside. This will be on hold until the Engineering situation is cleared up.

  6. The meeting ended at 7:45 p.m.

Respectfully submitted,

Nancy Pritchard Commission Secretary
